Start debugging button disabled in one project in visual studio 2008

Today while I am working on a silverlight project in visual studio 2008, I found that "start debugging" is disabled.

I resolved this issue by setting startup project for solution.

I have seen this before, but in VS2005. We then set the startup project (as you rightly identified as the solution) and promoted that version of the solution to the source control so that no other developer encounters such a situation in the future.
