I beleive you cannot connect like that unless you have form authentication and basic authentication is set up and you can use that credentations to connect to SSRS from SSMS.
I am curious why would you want to connect SSRS from SSMS though?

Since SQL Server Agent does not come with SQL Server Express Edition.

I have done this in the cloud from express edition to web edition. I have used SSIS package to load the data. You can script out all Objects, deploy it in the Web edition instance database, and load the data.
